Mr. Koblitz will be the <br />principal-in-chazge. Mr. Ray Faliskie will be <br />the project manager for this project. The <br />project management team is committed to <br />the management concepts presented in this <br />proposal and has proven their ability to <br />successfully implement them. This Project <br />Manager team has an excellent working <br />knowledge of the EPA and state regulations, <br />has worked on many simiiaz projects and is <br />dedicated to maintaining the high level of <br />competence for the project. Greystone's <br />team will integrate the data syntheses, <br />interpretation, analysis, technical writing, <br />editing, drafting, and quality control <br />functions into an effective project <br />organization. Mr. Ray Faliskie will also be <br />the principal investigator for the project. <br />Other members of the team include Mr. Nick <br />Mathis and Mr. Marc Sydnor. Mr. Sydnor <br />will provide regulatory, technical, and <br />quality assurance/quality control (QA/QC) <br />assistance as needed. <br />We recognize the need for an effective <br />organization in terms of lines of authority <br />and communication. As project manager, Mr. <br />Faliskie will be the primary contact with <br />Costilla County. All formal project <br />communication would be directed and sent <br />to the attention of the project manager. On a <br />day-to-day basis, communication on all <br />project matters pertaining to contract and <br />budget would be directed to him. <br />Responsibility for the day-to-day drrection <br />and coordination of technical matters will be <br />assumed in some cases by the project <br />manager and the principal investigator. Mr. <br />Faliskie will ensure that the project runs <br />smoothly and will function as the quality <br />assurance officer. The division of <br />responsibility is intended to maY;m;~e an <br />efficient utilization of resources. Both the <br />project manager and principal-in-chazge will <br />be available at all times to assure a high <br />level of quality and timely completion of the <br />project. <br />PROJECT AVAILABILITY AND <br />SCHEDULE <br />All Greystone team members are available to <br />conduct the proposed scope of work in a <br />timely and cost-effective manner within the <br />requested time frame.
