If the painted surface is dusty or <br />dirty, it will be necessary to wipe the surface with rags <br />soaked in kerosene or solvent. The surface should be <br />wiped dry immediately to prevent damage to the paint. <br />Dispose of rags in plastic bags and a metal container. <br />4. Notify government agencies only if: <br />a. People come into direct and uncontrolled contact with <br />PCBs, <br />b. The spill is large enough to expose significant numbers <br />of animals, <br />c. The volume or the extent of the spill is unknown, or <br />the spill may enter drainage systems or other water. <br />courses, or <br />d. A transformer spills, unless only minor volumes are <br />leaked. <br />Notify your EPA regional office and the National Response <br />Center at (B00) 424-8802. <br />5, Complete the clean-uo by disposing of all materials used for <br />clean-up Including absorbent material, coveralls, disposal <br />respirators, gloves and rags in plastic and a second con- <br />tainer or in plastic-lined metal containers. Label all con- <br />taminated material with the appropriate PCB label. <br />6. Take samples of dirt, water, and vegetation to assure that <br />remaining materials at the site are contaminated less than <br />the legal cutoff limit. While waiting for results, keep the <br />spill area cordoned off, and if the area is outdoors, cover <br />soil areas with plastic tarps in case of rain. If results <br />show that remaining soil, vegetation or water is contaminated <br />above the legal limits, continue clean-up efforts and again <br />take samples until all contaminated material has been proper- <br />ly removed. <br />7, Write a report to document the clean-up procedures, samples, <br />containers used, transportation and disposal methods.
