Liability Co. (WRN) formerly NaTec, <br />hereby requests a waiver of the requirement to obtain a Ground Water <br />Discharge Permit. Pursuant to Regulation 5 C.C.R. 1002-2, Rule 6.15.9, <br />WRN is filing this request for waiver of the discharge permit requirement. <br />In 1990 the project was constructed, and included a ten acre impoundment <br />with a seven acre ~roaste pond and a three acre process pond. Therefore, <br />the impoundment is an "existing impoundment" per regulations. The <br />impoundment with two compartments provides containment of spills and <br />disposal of waste streams from nahcolite solution mining and production of <br />sodium bicarbonate Isee attachment 1 for description of impoundment!. <br />The impoundment was designed by CRS Sirine and has double liners with a <br />leak detection system (see attachment 2 for design scope and description, <br />note page 14 for information on impoundment!. Gundle Lining Systems Inc. <br />installed the liners. The primary liner (top! is 60 mil. high density <br />polyethylene (HDPE). The secondary liner is 40 mil. HDPE (see attachment <br />3 for material warranty). The pond liner design was very conservative and <br />meets or exceeds EPA criteria for hazardous waste site liner allowable <br />leakage. WRN's pond water is not classified as a hazardous waste. The <br />1992 Project Status report describes impoundment history and monitoring <br />results (see attachment 4 for portion of annual report re: impoundment or <br />ponds). <br />The WRN project is on BLM land, and WRN is the lessee of sodium minerals. <br />The project operates per BLM, EPA UIC Class III Injection Well Program, <br />CDH, DMG, and County regulations. , <br />White River Nahcolite Minerals, Limited Llabllity Company <br />,~ ~~, r.~ 7^, 7f'BO Co Nd. 3~.
