The purpose of this letter is to request the approval of the Jesse Lee Pit Substitute Water Supply Plan
(SWSP) on behalf of Pelino Excavation, Inc. (Pelino). This renewal request is submitted pursuant to
C.R.S. 37-80-I20 (2), Attached with this letter is a check made payable to the Division of Water
Resources in the amount of $1,593.00.
PROJECT DESCRIPTION
The Jesse Lee Pit is located approximately 2 miles south of Buena Vista on the west bank of the
Arkansas River. The site is located in the SE '/a of Section 28 and the NE %a of Section 33, Township
14 South, Range 78 West, 6a' P.M. Maxwell Creek flows intermittently through the southwestern
portion of the property. Figure 1 showing the location of the Jesse Lee Pit is included for your
reference.
Pelino recently purchased the site and is working to bring the Jesse Lee Pit into compliance with
State and County agencies. The operation consists of sand and gravel production and will impact the
Arkansas River in the form of depletions due to evaporation and operational losses including water
used for dust' control and water retained in product hauled off site.
At this time, Pelino does not anticipate mining below the water table and therefore will not be
dewatering the site. Should the current mining plan change, an amendment to this SWSP will be
submitted'to your office. Mining at the Jesse Lee Pit site is projected to begin in January 2007 and
will continue for approximately 9 years. A 15 month tease from the Board of Water Works of
Pueblo (BWW) will be used for replacement water.
PROJECTED CONSUMPTIVE USE
Water use at the site during mining the operation will include evaporation from existing ponds and a
gravity fed drainage ditch, dust control of haul roads, and water retained in material removed from
the site.
