CERTIFICATION OF CONSTRUCTION <br />REFUSE DAM <br />The Refuse Dam was installed according to design engineered <br />by Ponderosa Engineering of Glenwood Springs, Colorado, and <br />approved as part of the Snowmass Coal Company Permit No. C-025-B1. <br />This pond was installed as part of the sediment control system for <br />the refuse disposal area. <br />The construction of this pond was done in the summer and <br />fall of 1982. See the attached certification of the site prepara- <br />tion and the embankment construction. The requirement noted in <br />the embankment certification of 2' more embankment was circumvented <br />by dredging 2' from the bottom of the pond. The attached volume <br />calculation shows a volume of .1.61 acre-feet. This is 3.7~ under <br />the design capacity of 1.67 acre-feet, but is considered acceptable. <br />The emergency spillway was installed in December, 1982, and the <br />primary dewatering devise was installed in August, 1983. Revege- <br />tation was done in the fall of 1983. <br />Information considered in the certification of this pond was <br />approved design done by Ponderosa Engineering, partial certifica- <br />tions done by Stephen Self and Marvin Adam, consultation with <br />Scott Jones, job supervisor, and personal observations in the fall <br />of 1983, and February 2, 1989. To the best of my knowledge and <br />understanding, this pond has been installed in accordance with <br />the approved plan and that it meets the requirements of the Reg_ <br />ulations for The Colorado Mined Land Reclamation Board for Coal <br />_~= ':.~ <br />Larry' M.
