CERTIFICATION OF CONSTRUCTION <br />SEDIMENT POND 1, SEDIMENT POND 2, TRUCK DUMP POND <br />AND <br />WASH DOWN POND <br />These ponds were designed and built as part of the coal <br />loadout facilities near Carbondale in 1980 and 81. Design <br />information is given in Appendix E of Volume 11, Appendices, <br />of the Snowmass Coal Company Permit No. C-025-81. Sediment Pond <br />1 handles runoff from the rail loop, Sediment Pond 2 is a storage <br />reservoir for water to be used for irrigation and dust control, <br />the Truck Dump Pond handles runoff around the truck dump and the <br />Wash Down Pond handles water from cleaning the conveyor tube. <br />These ponds were primarily excavated below ground level. <br />The freeboard for Ponds 1, 2 and the Wash Down were constructed <br />above ground level and the entire embankment for the Truck Dump <br />Pond were installed above ground level. Topsoil for these ponds <br />was stockpiled along the tracks. The core material from the ponds <br />is also stockpiled nearby. All but the Truck Dump Pond have rub- <br />ber linings. Supervision of the construction of these ponds was <br />done by Dravo, but no documentation or certification was available <br />at the mine at the time of this certification. Spot inspections <br />were done by Hank Artaz of Snowmass Coal Company who indicated <br />that good construction practices were being used. Revegetation <br />around these ponds was done in the fall of 1981. <br />Information considered in the certification of these ponds <br />was: Approved design by Dravo, consultation with Hank Artaz, <br />Snowmass, and personal observations on February 6, 1984. To the <br />best of my knowledge and understanding, these ponds were installed <br />according to the approved design and meet the requirements of <br />the Regulations of the Colorado Mined Land Reclamation Board for <br />Coal Mines, 1980. <br />1,~ ,^ n.. <br />Larry M.
