~- <br /> <br />(~Onity Parameters <br />PARTI <br />Page No. 9 <br />Permit No.: CO-0000132 <br />In order to obtain an indication of the quantity of Salinity, measured as total dissolved solids (TDS), being discharged from <br />the site the permittee shall monitor the wastewater effluent at the following frequencies: <br />Outf~all Freauencv Sample Tvoe <br />007, 009, 010, 012, 013, 014, 015, 016, 017 and 019 Quarterly Grab <br />Self-monitoring samples taken in compliance with the monitoring requirements specified above shall be taken at those <br />locations listed in Part IJ3.1. <br />Where, based on a minimum of 5 samples, the permittee demonstrates to the satisfaction of the Division that the level of total <br />dissolved solids (TDS) in the effuent can be calculated based upon the level of electrical conductivity, the permittee may <br />measure and report TDS in terms of electrical conductivity. <br />Soecfsl Monitorin[ <br />a. Twelve Time Analysis - Outfall 015 <br />1n order to determine the quality of water discharged at this facility, the permittee is required to perform a twelve tip <br />analysis for the following parameters at outfa1101S. The first sampling shall occur during the first month after the <br />permit becomes effective, or when discharge commences, and sampling shall continue for the neat eleven consecutive <br />months. If no discharge occurs during the month, sampling shall resume when discharge resumes and continue until <br />twelve samples have been collected and analyzed using approved methods with method detection limits as low or lower <br />than those specified in Part I.E.3. of the pemrit. <br />A summary report in the form of a letter shall be submitted to the Penmta Unit by September 30, 2005. This report <br />~: shall include all individual sample results collected over the twelve month period. Lf sampling is incomplete because no <br />discharge occurred dating part or all of the period, this shall be noted in the report. If sampling has not yet been <br />completed by this date, Htis twelve time analysis requirement shall continue until twelve samples have been collected and <br />analyzed and the results have been submitted to the Permits Unit. <br />Outfall Parameters <br />015 total recoverable (TR) arsenic, potentially dissolved 1PD) cadmium, PD copper, TR trivalent <br />chromium, dissolved 'trop, TR iron, dissolved manganesq total mercury, PD nickel, PD selenium, PD <br />silver, and PD zinc <br />L` the monitoring shows that there is a reasonable potential for any of these pazameters to cause exceedeace of the <br />applicable water quality standazds, the pemtit may be reopened to add limits and/or monitoring subject to public notice <br />requirements. <br />B. DEFINITIONS OF TERMS <br />1. "Acute Toxicity" means there shall be no acute toxicity in the effiuent from this dischazge point. The acute toxicity limitation <br />is exceeded if 1) a statistically sigtrificant difference in mortality (at the 95% confidence level) is observed for either species <br />between the control and any dilution less that or equal to the identified IWC or 2) a species mortality in any dilution of <br />effluent (including 100% effluent) exceeds 50%. <br />2. "Composite" sample is a minimum of four (4) grab samples collected at equally spaced two (2) hour intervals and <br />proportioned according to flow. <br />3. "Continuous" measurement, is a measurement obtained from an automatic recording device which continually measures <br />provides measurements. <br />4. "Daily Maximum limitation" means the limitation for this pazameter shall be applied as an instantaneous maximum (or, for <br />pH or DO, instantaneous minimum) value. The instantaneous value is defined as the analytical result of any individual <br />sample. DMRs shall include the maximum (and/or minimum) of all instantaneous values within the calendaz month.
