PART I <br />Page zx <br />Permit No. CO-0043648 <br />(1) For the potential discharges associated with the numbered discharge points specifically identified in the <br />tables of effluent limitations and monitoring conditions listed in Parts I.A.1. I.B.1. of this permit, the <br />permittee must submit analyses which demonstrate compliance with the 'No Discharge' limitation <br />specified in Part I.A.I.a. Such demonstration may incorporate whatever analyses the permittee determines <br />is necessary, but the annual report must include the specific analyses listed under the next heading. <br />(2) For each of the numbered discharge points specifically identified in the tables of effluent limitations and <br />monitoring conditions listed in Pans I.A.1. and I.B.I., the permittee must submit the following amlyses <br />of (a) flows, (b) pollutant concentrations, and (c) pollutant mass loadines measured a[ or calculated for <br />each point: <br />i) a statistical summary of [he data collected during the year for which the report is being prepared; <br />ii) a comparison of the most recent year's data with pre-project data; <br />iii) trend analyses showing how flows, pollutant concentrations, and pollutant loadings might be <br />changing over time; <br />iv) a summary of the most recent year's pollutant concentrations which exceeded stream standards. <br />(3) a summary of all discharges from sources not specifically identified in the permit, or discharges from the <br />Valley Leach Facility that qualified for the annual precipitation or storm exemptions listed in section <br />V1.A.2. and 3. of this rationale. The summary for each discharge shall include: <br />i) the location of the discharge; <br />ii) the dates when the discharge occurred; <br />iii) a brief discussion of how the discharge occurred and how it was or will be eliminated; <br />iv) a statistical summary of the discharge flows, pollutant concentrations, and pollutant loadings; <br />(4) an analysis of the groundwater data that has been collected during the year, providing a determination as <br />to whether or not; (a) there has been any discharge of pollutants to groundwater, and (b) there is any <br />potential for such pollutants to reach surface waters of the State. <br />(5) a copy of all stream data submitted to the Division of Minerals and Geology in compliance with the DMG <br />mining permit. <br />F. GENERAL REQUIREMENTS <br />Re~resentalive Samoline <br />Samples and measurements taken as required herein shall be representative of the volume and nature of the monitored <br />discharge. All samples shall be taken a[ the monitoring points specified in this permit and, unless otherwise specified, <br />before the effluent joins or is diluted by any other wastestream, body of water, or substance. Monitoring points shall <br />not be chanced without notification to and approval by the Division. <br />2. Analytical and Sampling Methods for Monitoring <br />The perrtuttee shall install, calibrate, use and maintain monitoring methods and equipment, including biological and <br />indicated pollutant monitoring methods. Analytical and sampling methods utilized by the discharger shall be approved <br />methods as defined by Colorado Regulations for Effluent Limitations (5 CCR 1002-3, 10.1.5), and federal regulations <br />(40 CFR l36) and any other applicable Stale or Federal regulations. The analytical method selected for a <br />parameter shall be the one that can measure the lowest detected limit for that parameter unless the permit <br />limitation or stream standard for those parameters is within the testing range of another approved method. <br />When requested m writing, the Water Quality Control Division may approve an alternative analytical procedure or <br />any significant modification to an approved procedure. <br />INDPP ar9F~ <br />
