2. Discussion ofEf/luent Limitations
a. B~. TSS total residual chlot
the West Elk
The $ODs and TSS concentratioi
are therefore applied.atinternal
TSS based oit the Re latiorrs of
previous permit limits an t us m
The Regulations for Effluent Limitations (Regulation No. 62)
ttewater to fate waters. ese regu~ons are applicable to
the Re lotions or E ueni Limitations are the most stringent effluent limits and
00 as per proce use. a p~ercent removal percentages for BODS and
t Limitations a so apply at internal Outfall 007. These limits are t e same as the
Discharges from internal Outfall 007 enters pond MB-2R from which Outfall 004 discharges. Since additional treatment
jot total restdual chlorine is afforded in pond MB-2R the total residual chlorine limitation based on the Re lotions or
E uent Limitations which is more stringent than the fimit based on water uality, shall not be imposed at interna t a
ut instea at Outfall 004. Although no total residual chlorine e~fluent data are available at Outfall 004, the
discharge should be able fo meet this limit and therefore it is imposed effectzve immediately.
For the same reasons discussed above, pH and oil & tease limitations are not being imposed at Ourfall 007 and instead
apply at the point of discharge to state waters, Outfa/l 004. These limitations are the same as to the previous permit and
are effective /mme lately.
b. Fecal Coli orm: The State's Procedure or Selection o Fecal Coli orm Limitations Permit Conditions establishes limits far
eca co t ornz.• 6,000 organisms per m - ay ~eometrie mean an organisms per ml (7-day geometric
mean). ese limits are more stringent than the limzt based on water gguality~ Therefore, the limits at Outfall 007 will be
set at the levels s ecfed in the Procedure for Selection ojFecal Col form Limttatans Permit. Conditions. Because no
other sources ojjecal coliform are expected in Pond MB-211 and eca! coliform treatment is not conducted in Pond MB-2R,
no fecal coliform limits or monitoring will be required at Ou~ll 004 and instead fecal coliform limits are imposed at
n„trnn nnz
The fecal coliform limitations determined for Outfall 007 are equal to the previous permit limits and thus are imposed as
permtt limits effective immediately.
c. off -This parameter i5 applicable to all 12 Outfalls from this acilittyy that discharge directly to State waters and rs limited
water quality standards as the water quality standards o~6.5-9.0 s. u. range are more stringent than those specfed
under the Regulators for Effluent Limitations. These limits are the same as those previously imposed and are effective
immediate y.
d. Aaplicable Federal Effluent Guidelines and Standards: The federal guidelines chat apply to this type of facility are found
from Outfalls 011, 012, 13, and 017 are not eligible for this relief. Outfalls 004 and 016 may be eligible for relief from
TSS, total:ron, and SS; however, the majority of the loading from an discharge has to consist ofstorm runofffor the relief
to 6e available. The permittee will need to show that excee ence of the applicable limitations was caused b pprecipitation
and not mine water, through a compparison ojjYhe loading from each source. The remaining permitted Ou~lls (005, 008,
D09, 014, 015 and 018) are ellgtble for reliejfrom TSS, total iron and SS at all times state only surface runoff water
discharges are authorized from these outfalls.
