GENERAL MONITORING, SAMPLING, AND REPORTING REQUIItEMENTS <br />t Routine Reporting of Data <br />The DMR forms consist of four pa es -the top "original" copy and three attached no-cazbon-required copies. After the DMR form <br />has been filled out and signed, the four copies must be separate and distributed as follows: <br />The first original signed copy of each discharge monitoring report (DMR) shall be submitted to the Division at the following address: <br />Colorado Department of Public Health and Environment <br />Water Qpality Control Division <br />WQCD- BZZ <br />4300 Cherry Creek Drive South <br />Denver, Colorado 80246-1530 <br />Additional copies are for the pertnittee records. The Dischazge Monitoring Report forms shall be filled out accurately and <br />completely in accordance with requirements of this permit and the instructions on the forms. They shall be signed by an authorized <br />person as tdeahfied in Part I.E.6. <br />Calculations for all Limitations which require the averaging of measurements shall utilize an arithmetic mean unless otherwise <br />specified by the Division in the permit. <br />2. Renresentative Sampling <br />Samples and measurements taken as required herein shall be representative of the volume and natwe of the monitored discharge. All <br />samples shall be taken at the monitoring points specified in this pemrit and, unless otherwise specified, before the effluent joins or is <br />diluted by an other wasiestream, body of water, or substance. Moni[ormg points shall not be changed without notification to and <br />approval by the Division. - - - <br />If the pemaittee monitors at the point of discharge any pollutant limited by the permit more frequently than required by the pemut, <br />using approved test pprocedures or as specified m the pemut, the result of this monitoring shaII be included in the calculation and <br />reporting of data to ffie Division. <br />3. Analytical and Sampling Methods for Monitoring <br />The perrnittee shall install, calibrate, use and maintain monitoring methods and equippwent, including biological and indicated <br />pollutant monitoring methods. All sampling shall be performed by the pemdttee accordm to specified methods in 40 C.F.R. Part <br />I36; methods approved by EPA pursuant to 40 C.F.R. Part 136; or methods approved by fhe Drvision, in the absence of a method <br />specified in or approved pursuant to 40 C.F.R, Part 136. The analytical method selected for a pazameter shall be the one that can <br />measure the lowest detected limit for that pazameter unless the permrt hmitation or stream standazd for those pazameters not limited, <br />is within the. testing range of another approved method. When requested in writing, the Division may approve an alternative <br />analytical procedure or any significant modification to an approved procedure. <br />When the most sensitive analytical method which complies with this part, has a detection limit greater than or equal to the peraut <br />limit, the permittee shall report "less than (the detectable &mit)," as appropriate. Such reports shall not be considered as violations of <br />the perrmt lmtit. The present lowest method detection limits for specific parameters (which have limitations that are, in some cases, <br />less than or equal to the detection limit) aze as follows: <br />Effluent Characteristic Method Detection Limits, mg/l <br />Arsenic <br />Total Residual Chlorine 0.05 <br />Cadmium 0.0003 <br />Chromium 0.01 <br />Chromium, Hexavalent 0.01 <br />Copper 0.005 <br />Lead 0.005 <br />Total Mercury 0.00025 <br />Nickel 0.05 <br />Selenium 0.01 <br />Silver 0.0002 <br />Zinc 0.05 <br />These limits apply to the total recoverable, the potentially dissolved fraction, and the dissolved fraction of metals where approved <br />methods exist. <br />For hexavalent chromium, samples must be unacidified so dissolved concentrations will. be measured rather than potentially <br />dissolved concentrations. <br />The procedure for detemtiningg settleable solids is contained in 40 CFR 434.64. The method detection limit for measuring settleable <br />solids under this part shall be 0.4 ml/1. <br />1. Records <br />The permittee shall establish and maintain records. Those records shall include the following: <br />a. The date, type, exact location, and tune of sarrgiling or measurements; <br />b. The individual(s) who performed the sampling or measurements; <br />c. The date(s) the analyses were performed; <br />d. The individual(s) who performed the analyses; <br />Revised 4/I92006 <br />
