<br />2. Sources to the Treatment Plant:. Table II-1 shows the active outfalls, their purposes and other relevant information about the
<br />treatment sources. ere are no new sources since the latest permit amendment although some minor changes have occurred.
<br />This is discussed in the next section.
<br />3. Chemicals Used. The permittee specified aluminum sulfate as a chemical that may be used in mine water treatment or
<br />occu anon,- owever, they stated that no chemical treatment has been a plied since Outfall 013 came on-line in 1997.
<br />Aluminum sulfate is acceptable for use as recommended by the manufacturer for site-specific use.
<br />Prior to use of any additional chemical, the permittee must submit a request for approval that includes the most current
<br />Material Safety Data Sheet (MSDS) for that chemical. Until approved, use of any chemical in waters that may be discharged
<br />could result in a discharge ofpollutants not authorized under the permit. Also see Part ILA.1. of the permit. Chemicals deemed
<br />acceptable for use in waters that will or may be discharged to waters of tote State are acceptable only when used in strict
<br />accordance with the manufacturer's sire-spectfic instructions.
<br />B. Wastewater Treatment Description
<br />The following changes to the wastewater treatment system have occurred:
<br />Sediment pond MB-4 (Outfall 008) has been relocated and lined with concrete. Sediment ponds MB-2R (Outfall 004) and MB-3
<br />(Outfall DOS) have been lined with geotextile clay. Sediment ponds MB-1 fOut{a11016), RPE (Outfa1101 S), SG-1 (Outja11014), and
<br />the polishingponds for. the domestic WWTF (internal Ouffa l 007) and the ewatering Borehole Facility (Outfall 017) have been
<br />lined with pollyvinyl chloride (PYC) liners.
<br />Pursuant to the authority ojArticle 9, Title 25, Regulations for the Certification of Water Treatment Plant and Wastewater
<br />Treatment Plant Operators, thhis facility will require a certified operator.

<br />A. Monitoring Data

<br />onitortng eports or Outfalls 004 and 007 at the Mountain Coa] Company, LLC West Elk Mine faeility~rom April
<br />1998 through March 2003. able V 3 summarizes the e{}luent data reported on the guarterly DMRs /or Out{a1101 from July
<br />2000 through March 2003. During the five-year period, no dischar a occurred from Outfa[!s 011, 012, and 018. Discharges
<br />occurred intermittent) from Outfa s O 5 008, 009, 014, and 015, ~Il of which contain surface runoff water, only). However,
<br />no exceedences of a uent limits occurred and therefore no summary of effluent characteristics is rovided or the ~tve out{ails.
<br />Discharge occurre am Outfal[ 013, a mine water discharge, from January 1998 through June 2000, andffrom Outfall U16, a
<br />mine water and surf ~ce runoff water discharge, during the second calendar quarter of 2000. However, since no exceedences
<br />occurred and because no recent discharges within the past two years have occurred, a summary of the effluent characteristics
<br />{rom these two outfalLr is not provided.
