CESPA-OD-R (1145b) 6 June 2000 <br />FOR RECORD <br />SUBJECT: Site Inspection of Red Canyon Quarry in Red Creek near <br />Penrose, Teller County, Colorado, Action No. 199900354--22 May 2000 <br />MEMORANDUM FOR RECORD <br />1. On 22 May 2000 I inspected the Red Canyon Quarry. During the <br />inspection I was accompanied by Van Truan from the Southern <br />Colorado Regulatory office, and ~Tohr. Brink and Darcy O'Conner of <br />the EPA, Region VIII. <br />2. At approximately 1110 hours we met with personnel representing <br />the quarry including Eric Bogren, VP Rocky Mountain Materials and <br />Asphalt, Inc; Robert Stack, Manager of the Red Canyon Quarry; and <br />other parties. After introductions, we toured the quarry site. <br />Inspection results are attached (enclosure 1), sites 1-12. <br />3. At approximately 1430 hours we met with Ann Weiland and Kim <br />McBride, adjacent property owners; Jim Lockhart and Kirby Hughes, <br />Sierra Club; other interested parties; and (much later) Ron Heck, <br />owner of the campground. After introductions, we discussed the <br />regulatory program and described our findings on the quarry site. <br />We also reviewed maps and photographs (both aerial and ground) of <br />the quarry site. We then returned to the lower road crossing of <br />Red Creek (site 12) and inspected the site again with the land <br />owners group, followed by inspection of flood damages down stream. <br />Inspection results are attached (enclosure 1), sites 12-14. <br />4. Responses to questions in a letter dated 5 May 2000 from Mr. <br />James E. Lockhart, Pikes Peak Sierra Club Group, are attached <br />enclosure 2). <br />5. During this inspection of the quarry and adjacent properties I <br />did not observe any activity involving the discharge of dredged or <br />fill material into a water of the U.S. that was not exempted from <br />provisions of Section 404 of the Clean Act or authorized by one or <br />more nationwide permits. Also, I did not observe any structure on ~ <br />the Red Creek within the quarry property that blocks or unduly <br />restricts the passage of normal or expected high flows. <br />J <br />Encls <br />Encls: <br />Andrew J.
