-1- ~ <br />•, • ~ <br />Pose <br />Pitkin County wishes to designate the existing Elam Gravel Pit as a Designated <br />Pit to encourage competitive bidding in its 1982 Road Improvement Project. It <br />is estimated that a maximum of 40,000 tons of gravel will be extracted for this <br />project. A special use permit is required under paragraph 13-'A(5) of Resolution <br />79-132 (copy attached, Appendix A). <br />A. Noise <br />Noise from the operation as measured at any point on the property line of the <br />property shall not exceed a noise level of fifty-five (55) dec:ibles. (See <br />Section 8 of Appendix B). ~ ~ , <br />B. Water Pollution <br />Discharge of muddy water, resulting from dust and smoke collection shall not <br />be permitted, but the same shall be drained to settling and pehcolation ponds. <br />The water table shall not be altered without study and separate approval of <br />the Board of County Commissioners of Pitkin County, Colorado. Operations <br />shall be conducted sufficiently above the water table to prevent any contamination <br />of ground water. (See section 19 of Appendix B). <br />C. Scenic Values <br />Operator shall harmonize operations with scenic values through such measures <br />as the design and location of operating facilities, including roads and other <br />means of access, vegetative screening of operations, and construction of <br />structures and improvements which blend with. the landscape. Berms shall be <br />constructed to screen operations as shown on site plan. (See section 5 of <br />Appendix B). -- <br />D. Drainage <br />Surface run-off shall be contained entirely within the site, including run-off <br />from storm or moisture situation, as more fully described on the site plan map. <br />(See section 12 of Appendix B). <br />E. Air Pollution <br />Smoke and dust originating from the operation of the asphalt plant, concrete <br />batch plant and gravel operation shall be controlled as follows: <br />
