Site, File No. M-2000-1~~,iNew 110 Construction Material
Application, Preliminary Adequacy Review Letter.
Dear Mr. Small,
I have finished my preliminary adequacy review of the above-named permit application, submitted on your behalf
by Southwest Land Services, Inc. [ have a few questions and comments about the materials in the application.
Your responses to these items are necessary in order to ensure that they meet the requirements of the application. I
have arranged these questions and comments below in the order of the exhibit to which they pertain. Please arrange
your responses in similar order so that they may be easily integrated into your application.
Exhibit B -Site Description
A riprapped drainageway is mentioned in this exhibit, as being onsite or nearby. No additional information is
provided in this exhibit or elsewhere regarding the runoff or potential sediment loading, natural hill slope or the
topography of the area. Riprapping often connotes steeper slopes or erodible soils. Please provide any brief
information further describing the site's slopes and drainage.
You provided two soil descriptions, but there was no supporting soil map included. If a soil map of the site is
available from NRCS, please provide a copy, with the site boundary delineated.
Exhibit C -Mining Plan
Please provide information concerning the depth of mining, the highwall slope gradient to be maintained during
mining, the floor gradient and configuration during mining, plus any onsite drainage and sediment controls.
The potential vegetation is described as including pinyon andjuniper. Presuming that there actually is a significant
amount of woody vegetation onsite, which will have to be stripped before excavating, please state how the woody
debris will be handled.
The mining map in Exhibit E shows a small area for processing and loading. Please provide more information
about onsite processing.
You state that runoff will be directed toward the natural drainage, but you must provide better description of the
drainage patterns, control structures, and methods to minimize adverse impacts to surface water.
Exhibit D -Reclamation Plan
You state that natural slopes of 1.5: l and steeper exist onsite, and that reclaimed slopes will be equal in gradient
and stability. Without providing supporting information as to material erodibility and permeability, onsite and
