It is not necessary to install the drain the structures prior to this time as <br />the dewatering of the cells to allow for dry mining to occur, will act as a far better <br />groundwater management device than the existing the drain system. <br />The Helps Seep Ditch is currently an open channel conveyance structure and will remain <br />as such. The relocation of the Helps Seep Ditch will occur in the Fall/Winter of 2000. It <br />is necessary to immediately relocate the Helps Seep Ditch in order to "dry up" the lands <br />contained in Cells 1, 4, and 6. The Helps Seep Ditch is currently asemi-circular open <br />channel ditch with a top width of approximately 8 feet. The mining operator, utilizing <br />on-site equipment, will complete the construction or relocation of the new channel. <br />The relocation of the Helps Seep Ditch will take approximately two weeks to complete. <br />This task will be completed at a cost of approximately $5/linear foot. The total relocated <br />length of the Helps Seep Ditch is approximately 2500 lineaz feet, for a total construction <br />relocation cost of $12,500. <br />3c. If any other backfill materials are brought onto the site an analysis and testing to verify <br />that they are inert, and verified test results will be submitted to the DMG. These tests <br />will be done in conjunction with the advising and consulting representatives of Weld <br />County and the State of Colorado, Hazardous Materials & Waste management Division <br />for specific permitting requirements involving solid waste disposal. <br />4.. The operator commits to submitting a Technical Revision with the complete liner <br />specifications (construction, soil and quality assurance) prior to exposing groundwater at <br />the site. <br />5. The issues cited in your Mazch 1, 2000, letter in regards to the stability analysis response <br />are currently being worked on under separate cover. <br />Once again, thank you for your continued assistance in receiving a final permit approval from <br />your office.
