The applicant has indicated the <br />property will be returned to ranching use once the gravel is extracted; the <br />Commission finds that to be complementary to the area. <br />--Limitation on the numbers of mobile construction and residential units during <br />finite paving projects related to highway improvements will help to mitigate adverse <br />visual impact during the project periods. <br />--This is an established use which has been operating in compliance with an <br />existing permit. <br />--The original permit for this extraction site was intended to fill the gravel <br />requirements for a specific highway project. Because of the location of this pit, and <br />the minimal impact generated by its operation since the permit was approved, the <br />Planning Commission finds that use of the pit for federal, state or County highway <br />improvement projects to provisions of material for sale to the public in the future is <br />appropriate and in the best interest of the public welfare. <br />DECISION: <br />The Gunnison County Planning Commission determines that Land Use Change <br />No. 1996-023 is classified as a No Impact, and approved with these conditions: <br />1. That reclamation of the site be accomplished in compliance with permit <br />requirements of the Colorado Department of Minerals and Geology. <br />2. That, should this pit be utilized for a specific project related to highway <br />improvements by the Colorado Department of Transportation, that mobile homes, <br />recreational vehicles or temporary office or other living units shall be limited to four <br />such units, confined to the permit area, with no more than two such units being used <br />for residential purposes and with such use being limited to the life of a specific <br />project. <br />3. That any excess asphalt as may be generated during the course of a <br />paving project shall be removed from the permit area and properly disposed of by the <br />applicant or utilized by the lessor. <br />4. The boundaries of this pit shall be limited to the 9.9 acre site defined in <br />the site plan included within this application; excedence of those boundaries shall <br />require an amendment to this land use change permit; a reasonable adjustment of <br />those boundaries as may be required resulting from fieldwork, may be made if found <br />by the Gunnison County Planning Department to be minimal and in compliance with <br />current County land use regulations. <br />5. This permit allows sale of the gravel by the applicant and use of the pit <br />for federal, state or County highway improvement projects and provisions of <br />
