The existence of a batch plant, heavy equipment, truck <br />traffic, potential noise and dust generated by crushing equipment, and potential <br />placement of temporary housing facilities will disrupt the usual appearance and <br />character of this area and were cited as concerns in the original permitting process. <br />However, the use is now established and has generated no complaints to the County, <br />either by neighbors or by the traveling public. However, those impacts to the <br />aesthetic character of the area can be mitigated by limitation on numbers of <br />temporary housing facilities during such times as specific projects are occurring, by <br />requiring dust control as necessary. In addition, heavy equipment is to be parked in <br />the bottom of the pit and all mining is to occur below grade. <br />ECONOMIC LAND USE POLICIES: <br />1. Encourage existing industries of agriculture, tourism, recreation, mining and <br />education. <br />Possible conflict. Activities of this operation, conducted adjacent to <br />agricultural operations, may impact them in minor ways, including noise and dust <br />generation, and minimal disruption to livestock. However, it is the owner of the <br />property on which this operation is to take place who will be most affected by it. <br />2. Business/commercial development permitted only on specific finding of fact. <br />No conflict. <br />3. Insure industrial/mining operations only in specific, compatible areas. <br />Possible conflict, considered mitigable as noted above. <br />4. Protect ditches, stock drive routes. <br />No conflict. <br />ENVIRONMENTAL LAND USE POLICIES: <br />1. No degradation of air, water quality or require excessive energy. <br />Possible conflict, created when dust is generated by crushing and hatching <br />operations and truck and heavy equipment necessary to this project. However, all <br />such activities are subject to review and permit approval by the Colorado Dept. of <br />Health, and therefore are limited to levels acceptable to that agency. <br />2. Discourage damage to significant wildlife habitat. <br />
