The access road from County Road 21 should be constructed to <br />county road specifications to minimize further degradation to <br />public lands surface. <br />4. we would like to see a stipulation that topsoil materials may <br />not be used for road building, or any other site work. We would <br />further recommend that reclamation work occur annually as practical <br />and that the timing of reseeding be between August 15 and November <br />15. <br />5. we recommend that gravel mining in the western 600' of Zones <br />II, III and IV be postponed until the HLM can conduct additional <br />studies and possible data recovery at archaeological site SMT2020. <br />SMT2020 has been identified as a late Anasazi occupation area (AD <br />1100-1275) that is potentially eligible to the National Register of <br />Histori^ Places. Tt. also may ha~•e an earl_er component (AD 500- <br />750) and may contain elements of a religious concern to Native <br />Americans, including human remains. Additional information about <br />the subsurface nature and extent of this site is needed so that the <br />BLM can adequately consider protection/mitigation measures and <br />consult with tribal officials if necessary. The BLM has scheduled <br />the mapping and re-evaluation of the site surface and is currently <br />searching for funding support to begin the subsurface evaluation. <br />We would also like to fence the site temporarily so that gravel <br />operations in adjacent areas will not in-advertently impact the <br />surface, making it more difficult to evaluate. In addition, we <br />also request a stipulation in the permit for vehicle access to the <br />site across gravel operations to enable our evaluation and data <br />recovery if necessary. <br />The reclamation plan, including the seed mix, should allow the <br />public land surface to be restored in an acceptable manner.
