M-97-089. Mr. Stone has been in contact <br />with this office and his application addresses most of our <br />concerns. <br />There are several recommendations we would like to make for <br />approval for this operation: <br />1. We would recommend that only the anticipated first three <br />units, process area, topsoil and overburden storage areas, and <br />product stockpile area be fenced from livestock grazing <br />(approximately 25 acres). The south fence could run between Unit <br />I/topsoil berm and the private/Ute Mountain access road running <br />along the south boundary. Unless Mr. Stone needs better security, <br />a fence capable of turning livestock would meet our needs. Fencing <br />out the entire 158 acres for the operation seems excessive and <br />limits other surface uses. Less land would be reduced from <br />multiple use and less fence would be required for initial <br />construction. As mining units are successfully reclaimed, the back <br />fence could be moved forward. <br />BLM road # 4520 transects the northwest corner of the Stone mineral <br />property. This road provides (has provided for more than 25 years) <br />access to other BLM managed lands and Ute Mountain Indian <br />Reservation lands. Fencing a smaller area as recommended above <br />would allow continued access to these lands. In addition, <br />unofficial access has been possible to adjacent private land to the <br />south of the application area. <br />2. we would like to see some statement of a plan for noxious weed <br />control. In reviewing the application, we found no reference to <br />control of noxious weeds which inevitably could gain a foothold as <br />a result of gravel operations. <br />
