In summary, the report indicates that two problems were determined during <br />the inspection.' The spillway is of `inadequate ca~a~ity to discharge the <br />high hazard design storm. The second problem noted during the inspection <br />~~ was the high exit._point..oE.•-thronglr-dam seepage on the downstream slope of <br />the Dam. <br />At that time, the Department of Natural Resources placed capacity <br />restrictions on the Dam. The Dam could not be filled higher than 10 feet <br />below the lowest elevation of the crest of the Dam. <br />In the Summer of 1980, the Ditch Company engaged Armstrong & Associates, <br />Inc. to place piezometers in the Dam to measure the phreatic water level <br />through the Dam. Since that time, the Dam has been monitored closely. <br />As a part of this report, a stability analysis was undertaken and it was <br />determined that the Dam is unstable when full and would be very unstable <br />during an event such as the high hazard design storm. <br />GEOLOGIC INVESTIGATIONS <br />Soils data developed during the installation of piezometers is included in <br />the Apgendix. <br />All parties involved should be aware that an extensive geotechnical <br />investigation will need to be undertaken prior to final design. <br />\_I <br />V-2 <br />
