'~~~, <br />The concrete distribution box constructed by United Companies in ]999 was <br />performed on the Ouray Ditch Companies main ditch without permission of any kind. The on 'nal box ave t e stream users their <br />correct amount of water allocated to th ' `~ " ¢.~new box eliminates <br />our separate ditch and combines it with the water now allocated to the United Companies <br />which they state "I'he United Companies have 83.4 percent of the water distributed at this <br />new box and they use very little of the water passing it along to downstream users." Our <br />ditches are not designed to hold that much more water, this continued flooding of our <br />property which blew our ditches open, constantly. <br />United Companies has allocated water, which they can use and then when not <br />using, must return that water to waste ditches back to the river. The water is their <br />responsibility to control, as all users have that responsibility to control their water and not <br />]et it go and flood their neighbors out. <br />The other problem with the change of the box is that United Companies stole our <br />control of our allocated water. They have taken our water illegally and have run it into <br />their controlled ditch. <br />
