All reclamation of completed refuse stockpile areas to date has met the <br />requirement of covering coal refuse with a minimum of four (4) feet of the <br />best available non-toxic and non-combustible material. <br />EFCI has completed physical and chemical analyses for soil and refuse <br />materials. Based on the analysis results, EFCI has evaluated and compared <br />material suitabilities relative to use as revegetation media. testing and <br />subsequent evaluations are documented by Exhibit 9, Comparison of Soil and <br />Refuse Suitabililties. <br />The MLRD does not feel that the documentation is conclusive relative to <br />site specific conditions at the Southfield Mine. The use of vegetative <br />test plots was, therefore, recommended to evaluate revegetation success <br />for varying cover depths. If the results of site specific vegetation <br />studies indicate favorable revegetation success with reduced cover depths, <br />EFCI will pursue MLRD approval and the soil replacement plans will be <br />modified accordingly. <br />• Detailed descriptions of design, construction, operation, maintenance and <br />reclamation practices for refuse disposal are presented in Sections <br />2.05.3, Operation Plan - Permit Area, 2.05.4, Reclamation Plan, and in <br />Exhibit 18, Geotechnical Investigations. <br /> <br />REVTNI S.HEV <br />11/15/9311em 4.10.6R Revised - November 1993 <br />
