• Additional measures which EFCI utilizes to control surface runoff from the <br />refuse disposal facility include: <br />o Temporary ditches within the working areas <br />o Contour furrows on reclaimed surfaces where appropriate <br />o Maintenance of a 15 foot buffer zone between active refuse <br />placement operations and topsoil removal/replacement limits <br />o Establishment of positive drainage from the top and sideslopes <br />of the refuse stockpile <br />o Revegetation or riprap placement for all drainage control <br />structures <br />o Replacement of topsoil and revegetation as soon as practical <br />after completion of refuse placement and surface grading <br />o Post-reclamation monitoring and maintenance <br />4.10.4 CONSTRUCTION REQUIREMENTS <br />• As described in Section 2.05.3, Operation Plan - Permit Area, EFCI <br />utilizes refuse placement practices and construction techniques in <br />accordance with the provisions of this section and as detailed in Exhibit <br />18, Geotechnical Investigations. <br />Placement and construction practices have been designed such that long <br />term stability of the refuse pile will be maintained with a minimum static <br />factor of safety of 1.5. Refuse materials will be placed and compacted <br />in uniform horizontal lifts no more than two (2) feet in thickness. RMG <br />recommended and the CMLRD approved a variance for placement in three (3) <br />foot lifts during the initial permitting process for Mining and <br />Reclamation Permit No. C-037-81. However, OSMRE regulatory and oversight <br />constraints limit the applicability of existing variance provisions. <br />Therefore, future refuse placement operations will reflect the limitation <br />of lift thickness to two (2) feet in compliance with applicably OSMRE and <br />CMLRD regulations. All refuse materials are placed and compacted to 90 <br />• percent of maximum dry density to ensure stability and maintain the <br />required 1.5 factor of safety. <br />4.10-5 <br />
