NOTICE OF INTENT TO EXPLORE
INVOLVING REMOVAL OF 250 TONS OR LESS OF COAL
SPRUCE STOMP COAL EXPLORATION PLAN AREA
PAGE 17
• new temporary road construction will be required if all 11 holes shown on Map 2 -
Topography & Drill Hole Locations are drilled. These road segments are also shown on the
referenced map. Road construction and reclamation will be in accordance with applicable
standards of the USDA -Forest Service fortemporary access roads and with pertormance
standards of the Division of Minerals & Geology for light-duty roads (§4.03.3). Access roads
will be constructed using a Caterpillar D-9 class tractor-dozer where necessary and a D-5
class tractor-dozer or equivalent or smaller track -mounted bulldozer, and a
proportionally-sized backhoe such as a John Deere 410C where possible. Most existing
roads were constructed for coal exploration purposes. Some of these roads may require
re-grading, replacement of culverts, etc., for renewed drilling access use. The backhoe
should be adequate for this work.
BRL does not anticipate any blasting during the proposed exploration program.
Excavated Earth And Debris Disposal
Topsoil will be removed from drill sites and new roads and stored for use in reclamation in
accordance with applicable portions of §4.06.
Drill cuttings, if any, will be shoveled into the holes during sealing, scattered around the drill
site before reclamation, or both.
Earth excavated during road and site preparation will be used for reclamation of same. The
• excavated earth associated with these sites will be stabilized by grading and re-vegetation
as required by the USDA-Forest Service and Division of Minerals & Geology.
Plant debris, if any, produced during road and site preparation will be stored and used
during reclamation, in accordance with §4.06.2{I).
Trash, used containers, etc., will be removed from drilling sites on a routine basis and
deposited in appropriate off-site receptacles. No other excavated earth or debris disposal
activities are anticipated.
Locations and Areas of Topsoil Salvage And Storage
Topsoil will be removed from new roadways and drill sites in accordance with §4.06 and
stored in the respective immediate areas for reclamation purposes. Topsoil removed
from roadways will be stored in small piles nominally 100 feet apart. Topsoil removed
from drill sites will be stored within or immediately adjacent to the site.
Volume of topsoil removed will depend on the soil that needs to be or is available to be
excavated and stored. Assuming an average topsoil depth of one foot, 133 cubic yards
will be removed and stored for every 100 ft of roadway, for a total of 7,000 cubic yards
for 1.0 miles of new road. This will result in a pile roughly 20 ft wide, 10 ft high, and 36 ft
long for each 100 feet of roadway. Assuming each drill pad is approximately 50 ft wide
and 80 ft long, and again assuming 12 inches of removable topsoil, each drill pad will
• require the removal and storage of 72 cubic yards, or a total of 800 cubic yards; a pile
approximately 20 ft wide, 10 ft high, and 58 ft long will be required at each site. BRL
does not expect that this much topsoil will be available or necessary to remove.
