<br /> <br />Mr. Thames Hartley -2- July 12 1995 <br />site, both because the topsoil will'be needed for reclamation, and <br />because incorporation of topsoil into structural fill could be <br />deleterious to fill stability. Typically, in poorly developed soils <br />such as those at the mill site, there is a distinct color change at <br />the base of the A-horizon topsoil. This color change should be used <br />as the primary guidance when stripping topsoil at the site. If <br />there are areas where the color change is not sufficiently distinct <br />to be useful as a stripping guide, the Division would recommend that <br />the upper 6 inches of surface soil be stripped and salvaged. <br />5. Please provide a sketch depicting the general lay-out proposed for <br />the perforated pipe-tailing drainage system. <br />6. Please commit to installing the liner into the anchor trenches such <br />that the plastic completely covers the bottom of the trench, and <br />wraps at least 6 inches up the back side of the trench. <br />7. Please propose a minimum thickness to be maintained for the minus <br />3/8 inch compacted liner subgrade. <br />8. Please specify pressure testing methodology to be used for all <br />double welded lap joints. For example: <br />a) Seal one end of the seam to be tested. <br />b) Insert needle or other approved pressure feed device through <br />the sealed end of the channel created by the double wedge fusion <br />weld. <br />c) Energize the pump to verify the unobstructed passage of air <br />through the channel. <br />d) Seal the other end of the channel. <br />e) Energize the pump to a pressure of approximately thirty (30) <br />psi, close valve, and sustain pressure for approximately five (5) <br />minutes. <br />f) If the loss of pressure exceeds three (3) psi, or pressure does <br />not stabilize, locate faulty area, repair and retest. <br />g) Remove needle or other approved pressure device and seal. <br />h) Test locations, documentation number, date and tester will be <br />indicated with an indelible marker on the liner at each test <br />interval location. <br />Please also provide specifications of similar detail for the <br />proposed spark testing. <br />
