Please see Figure "A" under Attachment "C" that shows the placement and location <br />of the constructed slurry wall in a detailed cross-section, as well as details of the <br />backfilled slopes of the mined pit-walls. This same detail was provided, with <br />somewhat less data, on the original Exhibit F-Reclamation Plan Map. The location of <br />the slurry wall is also shown in plan view on the revised Exhibit C and revised Exhibit <br />F maps under Attachment "B". The slurry wall will completely encircle the <br />rectangular mining area of this permit application and be constructed prior to mining, <br />as is shown on revised Exhibit C. The slurry wall will be excavated and constructed <br />utilizing proven technology and methods and accepted current industry standards <br />and equipment. Along-arm backhoe capable of reaching the required depth of <br />between 30 ft. and 35 ft. will be utilized to excavate and emplace the bentonite slurry <br />mixture to a minimum depth of at least 3-ft. into the shale bedrock with a 30-in. width. <br />A portable mixing station will follow alongside the backhoe, mixing the excavated <br />material with a sealing, cementing, bentonite slurry. The entire process will be <br />overseen by a quality control team, who will ascertain that the design and physical <br />emplacement of the slurry wall will ensure its success. Quality control of the <br />bentonite slurry will be constantly maintained by the testing and correction, if <br />necessary, of the slurry and additives. <br />The final approval and success criteria for the performance of the slurry wall to seal <br />and isolate the reservoir-storage from the surrounding alluvial aquifer lies with the <br />State Engineer of Colorado. Certain performance criteria will have to be met post- <br />construction of the slurry wall and filling of the reservoir(s) to satisfy the State <br />Engineer that the reservoir(s) and slurry wall are functioning as designed and <br />approved. Attachment "D" contains the Colorado State Engineer's design criteria, <br />construction and performance standards, that will have to be satisfied in order for the <br />proposed water-storage reservoir(s) to function as designed and utilized. <br />A summary of the changes placed on the revised Exhibit F are as follows <br />(a) Reclamation topographic contours shown from the mined shoreline areas to the <br />base of the excavation (reservoir base). <br />(b) The location of the slurry wall. <br />(c) The location of the 24 in. diameter gated reservoir conduit pipe optionally linking <br />the two reservoirs, and <br />(d) Revised date of the Exhibit and blue-ink signature of the designer. <br />~~ ~ 4.) The affected area of the proposed access road from Weld County Rd. 18 leading to <br />the permit area has been incorporated into the permit boundary of the application for <br />the Ft. Lupton Sand and Gravel Mine by a map revision to both Exhibit C and F. <br />These map revisions were faxed to you and placed for public review at the Weld <br />County Clerk to the Board's office on January 26, 2000 as part of the permit <br />application. The Clerk to the Board signed an affidavit confirming the placement for <br />public review and a copy was faxed to you. The posting of the property and <br />newspaper publication of the Notice had already incorporated the access road as <br />part of the legal description. In the approved time-frame for the newspaper <br />publication and comment period, the only other affected property owner within 200 ft. <br />
