James B. McArdle
Sr. Reclamation Specialist
Mined Land Reclamation Division ~
August 13, 1985 '
Page Three
I
At no point in the life of the mine will here be a
shortage of topsoil to cover the disturbed areas,
since more area will be stripped than will need
resoiling. Embankment resoiling will occu
concurrent with mining. Topsoil stockpile at
depths of 18 to 24 inches in buffer zones ill
provide extra topsoil should an unexpected need
arise.
6. An application for zone change and Special~USe
Permit was filed with Weld County in May o this
year. Final county approval will be given by the
County Commissioners; no date is yet avail~ble for
their consideration of the application.
7. The outer embankment of the pit will be ex avated so
as to leave a 3:1 slope from at least five feet
above the waterline to ten feet below. Th
reclamation plan has been revised to show his
excavation slope. No backfilling will be equired
for reclamation. (Please see revised reel mation
plan sheet).
8. The shoreline will be excavated to the pro er slope,
and not require backfilling. (Please see evised
drawing).
B. Exhibit E - Reclamation Plan
1. The use of the word "dike" in the application was
inappropriate, inthat dikes can serve as s all dams,
restraining a hydraulic head, and must be esigned
for safety against rupture. The ultimate and will
be surrounded by a resoiled, revegetated a bankment.
The top of this embankment will taper into the
grade of the surrounding land. The water urface
will match the level of the local water to le.
There is no possibility of rupture for sue a
structure. Embankment sections are shown n the
Reclamation Plan. (Please see revised dra ing).
2. The operator will excavate the outer emban ment
slopes to the proper slope. (Please see r wised
drawing). No backfilling will be required.
Resoiling will occur above the waterline. '
