The elevation of the general mine <br />. area and tipple site is approximately 8,100 feet above sea level. <br />The present operation and the newly acquired lease area (Federal Coal <br />Lease C-22777) is located on rangeland with a rolling surface in the <br />northeastern area of North Park, Colorado. <br />The two oblique aerial photographs with transparent overlays identified <br />as Figure Nos. 2 and 3, respectively, depict the mine plan area and the <br />load-ou[ facility. These photographs are Located at the end of this <br />introduction. <br />Employees; Payibll and Taxes <br />As of July 1, 1979 Kerr Coal employed a total of 114 people, or 14X of <br />the total Jackson County labor force, at the Marr Strip lil and the <br />load-out facility. These 114 employees received in excess of $2,667,000 <br />in salaries and wages during 1979, making Kerr Coal the largest year- <br />round employer in Jackson County, Colorado. This level of employment <br />. remains steady throughout the year and is not subject to the seasonal <br />fluctuations that characterize the skiing and other recreational indus- <br />tries in the area. Coming from neighboring farms, ranches, and communi- <br />ties in the area, 90% of the work force employed by Kerr Coal are per- <br />manent residents of Jackson County, Colorado. Because of the local <br />character of the work force, labor turnover is minimal with job applica- <br />tions consistently exceeding the employed labor force by over 400%. In <br />this regard, a large number of the employees of Kerr Coal engage in coal <br />mining to supplement incomes from farming and ranching activities. This <br />close relationship between coal mining and farming and ranching has <br />provided a stable and dedicated work force for Kerr Coal, while simul- <br />taneously minimizing any possible socioeconmic impacts of the mining <br />operation on the rural character of Jackson County. <br />In addition to paying 1979 property taxes of $55,915.79 to Jackson <br />County, Kerr Coal has contributed $30,000 in cash and over $200,000 in <br />services to maintain local county roads in the past four years. Local <br />. governmental units also have received a portion of the $828,400 paid by <br />Kerr Coal in federal and state coal production related taxes. <br />-3- <br />
