A Bibliography is attached <br />with this application, complete with a list of authors and their refer- <br />enced works. Information is provided to serve as a guide and cross <br />reference between the Permanent Regulations, the Colorado Surface Coal <br />Mining Reclamation Act, and existing regulations. Finally, to aid in <br />the completeness review process, a summary and cross reference table is <br />attached as Exhibit 4, Completeness Review, Summary and Cross Reference. <br />In all but a few cases, the actual language of the Permanent Regulations <br />is incorporated as a prefix to Kerr Coals technical response. By using <br />this approach, unnecessary cross referencing between the regulation and <br />the response should be avoided. <br />Definition of Terms <br />• Throughout this permit application, the following terms will be used to <br />refer to specific portions of the mine plan area: <br />Kerr General Area - includes the entire mine area and adjacent <br />lands. <br />Marr Mine Area - includes the existing mining operation permit- <br />ted under Extraction and Development Permit No. <br />76-13. <br />Kerr North Area - includes the area encompassed by Federal Coal <br />Lease C-22777 and all lands within the mine <br />plan area to the north of such Federal Lease. <br />Kerr Mine Area - includes the Marr Mine Area and the Kerr North <br />Area. <br />Pit lil, Pit ll2 - includes the three mining units within the Kerr <br />and Pit ll3 North Area, numbered sequentially from south to <br />north. <br />• <br />-11- <br />
