<br />Response: BMR will commit to rinsing to achieve the levels presented in <br />this comment. <br />While BMR will obtain the level of 0.2 ppm free cyanide in the <br />combined concentrate/tailings at the point of disposal, they do <br />' not believe the ground water drinking water receiving standard <br />is the appropriate reference for determining the levels for <br />neutralization. In the area of the leach pad and mill facilities, <br />' ground water has been measured at 400 below the surface (see <br />Exhibit G). The bedrock overlying the ground water is Santa Fe <br />Conglomerate which has been measured at permeabilities on the <br />order of 10"b to 10-~ cm/sec. In addition, the alluviumjcolluvium <br />' in the project area lies in an undesignated groundwater basin for <br />which standards have not been determined. <br />Exhibit E, Section E.3.3.1 revised 2/15/89. <br />75. Cyanide neutralization results of fresh water column leach tests were <br />not presented in Appendix I, as indicated in the Reclamation Pla» (page <br />f-12J. Column leach tests conducted for reclamation/detoxification <br />purposes should be analyzed for pN, electroconductivity, total and free <br />cyanide, and metals. Details of cyanide leaching process simulation and <br />detoxification methods, duration, and effluent characteristics should <br />be presented to the Division for evaluation of reclamation feasibility <br />and reclamation cost calculations. <br />' Response: A copy of the cyanide neutralization results have been added to <br /> Appendix I.
