EXHIBIT -D
MINING PLAN
Seahorse Ranch West Gravel Pit. Prior to mining operation start up, the entire mine site is to be fenced
with a four wtre (barbless wire) fence. The mining plan for this site consists of a two-stage program. The
pit site is divided in to two sections by a road, shown on map as "Old Railroad Grade". This road runs east
to west through the noM portion of the site and is the entrance road to the site.
First Stage:
The first stage of the mining program includes an area just to the north of the road and a staging azea just to
the south of the road. The mined area is the site be[wern the road and south of the Tomichi Creek. The
mining operation includes a process that is designed to reclaim the area as the excavation process takes
place. The topsoil is to be removed and is to be stored with in the creek and site boundary set back
locations. The perimeter of the minded area is to be excavated, placing the pit run material in to the center
of the mined area. The excavation of the perimeter is to be completed using a 3:1 slope to a depth of 10
feet. As the excavation process continues below the IO-foot depth, a 2:1 slope is to be mined until the
bottom of the mined area is reached. The excavation process is to continue, as pit run material is required.
Pit run material is to be stored in the center of the mined area and removed, as it is requved. At a point
where the 10-foot depth perimeter is fully mined, the topsoil will be reset in to the perimeter area, and the
called for seeding and planting is to be completed, thus reclaiming the perimeter areas.
At a location just to the north of the road and at the east end of the mined site a Wash Plant is to be
installed. The Wash Plant is to remain at this location for the entire life of the gravel pit operation. Just to
the south of the road, running from the entrance bridge (west end) to the east end of the mined site, a
staging area is to be constructed. The staging area is approximately 6 acres in size. This area is to be used
to stage processed materials, crushing plants, asphalt plants and other equipment required for mining,
excavation and material processing.
Second Stage:
The second stage is located just to the south and west of the road. Griffin Ditch # 1 runs east to west
through a portion of the area and is to be relocated around the south perimeter of the mined area. Mining of
the area is to be completed using the same mining method employed in the "Fvst Stage" mined area.
Topsoil is to be removed and stored in the set back areas. 77re area perimeter is to be excavated to a depth
of ] 0 feet at a 3:1 slope. Pit run material is to be stored in the center of the mined area and removed as
needed. As the perimeter is fully mined the topsoil is to be reset in to the perimeter area, and as called for
seeding and planting is to be completed. Below the 10 foot depth excavation is to take place at a 2:1 slope
until the bottom of the mined area is reached Pit run material is to be stored in the center of the mined azea
and removed as needed.
The staging area just to the south of the road is to be excavated as the final stage of the mining process.
This area is to be excavated using a 3:1 slope until it reaches the already mined areas. Pit run material is to
be removed from the site and processed elsewhere.
