3.2 Ground Cover <br />In accordance with Rule 3.03, evaluation of the ground cover variable utilizing the approved testing <br />protocols detailed above result in a positive finding regarding both 2000 and 2001 data sets. In this <br />regard, perusal of the first portion of Table RS 1 indicates that the mean perennial ground cover of the <br />reclaimed area substantially exceeds 90°k of the analogous value for the extended reference area in both <br />2000 and 2001. In 2000, the reclaimed area mean (46.48%) is far greater than 90°k of the value of the <br />extended reference area (27.12%). Similarly, in 2001 the reclaimed area mean (54.40%) is considerably <br />higher than 90% of the value of the extended reference area (27.36%j. This finding is validated <br />statistically using the one-sample reverse-null hypothesis test. The decision rules for this test were: <br />If Y 5 t ~,~;~_,,.,.,, conclude failure to meet the performance standard, and <br />If Y > t ~,p;m, °.,.,, conclude that the performance standard was met (for a = 0.1 ). <br />The tabular t value for an a = 0.1 and n-1 degrees of freedom (d.f.) for the reclaimed area for 2000 <br />• and 2001 is as follows: <br />2000 Reclaimed Area =1.7109 2001 Reclaimed Area =1.7109 <br />Calculation of the f statistic for each community results in the following values: <br />2000 Reclaimed Area =12.6226 2001 Reclaimed Area =15.2431 <br />Comparison of the calculated t statistic (t") for the reclaimed community with the respective tabular f value <br />indicates that t' is far greater than L Therefore it can be conduded that the ground cover performance <br />standard was met at the required significance level of a = 0.1 for the reclaimed area in both 2000 and <br />2001. <br />3.3 Production <br />Evaluation of the production variable in accordance with Rule 3.03 utilizing the testing protocols <br />detailed above result in a positive finding regarding both 2000 and 2001 data sets. In this regard, perusal <br />• of the second portion of Table RS 1 indicates that the mean yearly perennial production of the reclaimed <br />area substantially exceeds 90% of the analogous value for the extended reference area for both 2000 and <br />2001.
