Alternative #"L - Steven's Gulch Truck Oump and Short Conveyor
Alternative #2 is a combination of modified Alternatives #1 and #4. The
truckiny of coal from the Orchard Valley Mine would continue, but would be
restricted to Steven'
the lower part of the s Gulch Road. A conveyor would take the coal across
area to the silo storaye facility.
Physical Description
Tanden (multiple unit) trucks haul coal from the Orchard Valley Mine site to
a new truck dump station constructed off Steven's Gulch Road near CWI's
power substation (see Drawiny #4). From the Steven's Gulch truck dump, a 36
inch or 42 inch conveyor belt, 3,400 ft. in length would carry the coal to
the silos at the train loadout area, The construction of the conveyor would
be identical to the south conveyor for Alternative #1. The conveyor would
be hooded and would be located in a trench from the Steven's Gulch truck
dump to the Farmer's Mine Rvad (Type 4 construction) and on grade from the
Fire Mountain Canal to the train loadout area (Type 1 construction), The
conveyor would pass beneath the Farmer's Mine Road, Fire Mountain Canal, and
State Highway 133 (Type 5 construction), The truck dump site would consist
of a paved access road loop and a totally enclosed, truck dump building with
emissions control such as spray bars or a vacuum baghouse. A stacking con-
veyor and downcomer tube would also be constructed for stockpiling coal in
this area. See Drawing #4A for site plan of the truck dump area. The short
conveyor would consist of:
Type 1 Low Profile 1730 feet
Type 2 Bent Construction in Type i length
Type 3 Raised Steel 270 feet
Type 4 Trench Construction 910 feet
Type 5 CMP Construction 490 feet
• A security fence would be erected as necessary to safeguard various facili-
ties, see Drawiny Nlb for location of fence. A light-use road would be con-
structed parallel to the lower portion of the short conveyor from the truck
dump buildiny to the train loadout area.
Construction
Construction activities on the short conveyor would be contained within a
I00 ft, maximum riyht-of-way corridor along the conveyor route. The truck
dump site would be constructed as shown on Drawing #4A. The conveyor manu-
facturiny and installation would be completed by a specialty construction
and enyineeriny company (maximum of 43). When possible, local contractors
would be hired for earthwork, steel construction, and general construction
work (maximum of 99). Approximately twelve months would be required to com-
plete construction of the Steven's Gulch truck dump and short conveyor, see
Fiyure #3 for construction schedule and manpower requirements.
Conventional earthmvving equipment would he utilized to clear vegetation
from the conveyor route and truck dump area. This would include the trench,
the at-yrade conveyor portions, the truck dump site, and the light-use road
route, and this cleared veyetation would he hauled to the Delta County land-
fill for disposal. Drainaye control measures would be utilized to reduce or
eliminate erosion and sedimentation. Such measures as straw dikes, sediinen-
Lotion ponds, etc., would be constructed as required. Existing irrigation
ditches would be relocated during non-irrigation times so no interruption of
irriyation flow would occur. 7opsoii would be s[ripped from all sites and
stored in stockpiles as described in the Orchard Valley Mine Mininy and
Reclamation Permit, The liyht-use road, support structures, truck dump
20
