The conveyor would be constructed un a Colorado Mined Land Necla~nation Divi- <br />sion designated alluvial valley floor (AVF) on areas south of Fire Mountain <br />Canal, The existiny storaye and loatlout area is on the same AVF. Reclama- <br />tion procedures for Lhe AVF are described in the Reclamation section follow- <br />iny, <br />All disturbed areas would be yraded and revegetated during the Spring or <br />Fall following completion of construction, see Appendix "E" for seed mix- <br />tures. <br />Operation <br />CWI would operate the conveyor in intervals throughout a 24-hour period, <br />Start up of the conveyor would result in a Mine Safety and Health Adminis- <br />tration (MSHA) required alarm. CWI would work with MSHA to minimize the <br />alarm noise yet adequately warn workers of the impending start of conveyor. <br />The reyular periodic maintenance of the conveyor would require inspection by <br />light-truck vehicles on a daily basis, The conveyor would be repaired and <br />lubricated as required, The light truck would access the conveyor on <br />graveled light-use roads. <br />At the current production rate, ten truck drivers are employed for trans- <br />porting of coal at the Orchard Valley Mine. With increased production, <br />additional truck drivers would be employed, Initially, with Construction of <br />the conveyor, no change would be made to the number of truck driver employ- <br />ees. Upon operation of the conveyor, all truck drivers would be laid off, <br />CW1 would neetl four additional employees of operate and maintain the con- <br />veyor. <br />• Reclamation <br />After the Orchard Valley Mine had ceased operations, the overland conveyor <br />and transfer building would be dismantled and salvaged for possible resale, <br />The steel support structures, foundations, and fencing would also be removed <br />and the sites backfilied to approximate original contour, Stored topsoil <br />would be redistributed over the site as approved in the Orchard Valley Mine <br />existing reclamation plan, <br />Gravel would be stripped from the light-use road and the road scarified, <br />Water bars would be constructed to control drainage and the road seeded, <br />The reclaimed and reveyetated access roads could be left open to provide <br />nonvehicular, public access to Federal lands, if so specified by BLM, and <br />not regraded to approximate oriyinal contour, <br />The transfer building site would also be reyraded, topsoil redistributed, <br />and revegetated, The trench would be backfilled with the previously stock- <br />piled subsoil, topsoil redistributed, and the site revegetated, <br />The liyht-use road and at-grade conveyor sites on alluvial, agricultural <br />lands would be reyraded, topsoil redistributed, and irrigation patterns <br />restored, Pasture, orchard, or other appropriate vegetation would be <br />replanted on these sites. The specific procedure for reclamation of this <br />area would be the same as for the existing storaye and loadout facilities, <br />refer to Appendix "M" for the procedure. All essential hydrologic functions <br />would be restored to pre-construction conditions. <br />18 <br />
