<br />• EXHII3IT D: MINING PLAN <br />This mint plan consolidates the currently-permitted Spicer and McKay mineral Icascs <br />into a :tingle operation with average annual production of 500,000 TJycar. Located in Sections <br />4 & 9, T2S, R70W, these Icascs will support a central gravel processing facility and will <br />complement WAI's nearby lightweight aggregate plant, allowing the Company to market a full <br />line of sized aggregate products from its address on Highway 93. Because of royalty <br />agreements, mining and reclamation will proceed concurrently on both the Condo and McKay <br />leases, with overburden stockpiled on the west side of the properties to form site berms, and <br />reject material from the gravel screening operation used to backfill exhausted sections of the <br />mining areas. <br />Mine Croerations <br />• The first mining area will be established immediately east oC the existing Spicer clay <br />pit and will progress to the east, removing the gravel layers in three lifts of approximately 20 <br />feet in thickness and maintaining 25 - 30' setbacks Crom property lines. This will be <br />accomKlishcd by stripping the thin layer of topsoil from an 8 - 10 acre parcel and then <br />excavating the area to a depth of approximately 20 feet. When the first lift nears completion, <br />the second lift will be initiated along the western edge of the disturbed area as stripping begins <br />to the t:ast. Similarly, when the second lift has been sufficiently developed, the third will <br />begin. [n this way the Cull thickness of the gravel layers will be recovered while minimizing <br />the total disturbed acreage. Occasionally, work may proceed on multiple lifts simultaneously. <br />Figure Dl illustrates the sequence of mine development on the Condo Icase through phases 1 <br />to 4. <br />• <br />1 <br />
