<br />Reclamation Costs <br />Based upon previous discussions we have had with Mr. Greg Squire on this and <br />other gravel pit permit applications, we have been told that the Division will have <br />to use their figures to calculate the costs of reclamation on this site. <br />EXHIBIT M <br />Other Permits and Licenses <br />Colorado State Historical Society. Based upon our previous experience with the <br />Colorado State Historic Preservation Office regarding clearances for mine pits, we <br />have been informed they will not send us written information regarding this <br />matter and that consultation in writing will only be made with the Colorado <br />Division of Minerals and Geology. <br />Colorado Division of Water Resources. Consultation with the Colorado Division of <br />Water Resources indicates that a well permit will be required to proceed with this <br />gravel mining operations since ground water will be intercepted by the proposed <br />mining operation. A Gravel Pit Well Permit Application form will be filed with the <br />Office of the State Engineer within the next few days. A copy of this permit <br />application form will be submitted to the Division. <br />Colorado Department of Health. Water Quality Control Division. Copies of the <br />permit application forms for the NPDES and Storm Water Discharge Permits have <br />not yet been received. Upon receipt of these forms they will be forwarded to the <br />Division. <br />Colorado Department of Health. Air Pollution Control Division. Copies of the <br />permit application forms for the Dust Emissions Notice have not yet been <br />received. Upon receipt of these forms they will be forwarded to the Division. <br />U. S. Army Corps of Engineers. Section 404 of the Clean Water Act requires that <br />all activities which result in the placement of fill materials or excavation of all <br />waters of the United States will trigger a 404 Permit. Jurisdictional waters of the <br />United States in the form of wetlands exist in the vicinity of the proposed Tellier <br />Gravel Pit. In order to address this issue an informal wetland delineation was <br />conducted on this property. <br />The results of this investigation were presented to Mrs. Sue Nall of the Corps of <br />Engineers in a site visit in May 1997 and she verbally acknowledged that the map <br />the Routt County 50 foot stream set back and accompanying hillside wetland area, <br />shown on Map 2, Tellier Gravel Pit - Premining Conditions Map, shows the location <br />of the all of the wetlands found in the vicinity of the mine area. The site visit to <br />the property revealed that the only wetland impact associated with this proposed <br />15 <br />
