Discharge Monitoring R~port.• Bowie Resources, Ltd. must submit a Discharge Monitoring Report (DMR) on a <br />n r basis to the Division. This report should contain the required summarization of the test results for <br />parameters shown in Table VI-3 and Pans I.B.l and LB.2. of the permit. See the permit, Part I.E.1. for <br />derails on such submission. EPA no longer requires submittal to them of duplicate copies ojdischarge <br />monitoring reports for minor jaciliries. Therefore, the US Environmental Protection Agency Region VIII has <br />been eliminated from Parr l.E.1. of the permit (Routine Reporting of Data). <br />2. Special ReQpns: Special reports are required in the event of a spill, bypass, or other noncompliance. Please <br />refer to Part I.E. of the permit jot reporting requirements and Part II.A. jot notification requirements. As <br />above, submittal of these reports to the US Environmenra! Protection Agency Region VII! is no longer required. <br />D. Materials Containment Plan: The perminee will be required to submit a Materials Containment Plan. The plan <br />shall address the prevention and cnainment of spills of materials used, processed or stored at the faciliry <br />which, if spilled, would have a reasonable probability of having a visible or otherwise detrimental impact on <br />waters of the State. This plan is to be submitted within 90 days of the effective date of the permit. See Pan <br />I.D.1. of the permit. <br />E. Waste Minimization/PoUutian Prevention <br />O Waste minimization and pollution prevention are two terms that are becoming increasingly more common in industry <br />today. Waste minimizaton includes reducing the amount of waste at the source through changes in industrial <br />processes, and reuse and recycling of wastes for the original or some other purpose such as materials recovery or <br />energy production. Pollution prevention goes hand-in-hand with waste minimization. If the waste is eliminated at <br />the from of the line, it will not have to be treated at the end of the line. The direct benefits to the industry are often <br />significant -both in terms of increased profit and in public relations. <br />This program can affect all areas of process and waste control with which your industry deals. Elimination or <br />redaction of a wastewater pollutam can also result in a reduction ojan air pollutant or a reduction in the amount of <br />hazardous materials that you have to handle and/or dispose. <br />This discharge permit does not specifically dictate waste minimization conditions at this time. We strongly <br />encourage the perminee to develop a waste minimization plan. Several industries have already developed plans and <br />found [hat imp[ememation resulted in substantial savings. Both the Colorado Department of Public Health and <br />Environment and EPA have information and resources available to help you explore this topic. <br />F.
