Fainwright:
The Division has reviewed Seneca Coals, Ltd. request to decrease the
• size of pond No. 004 and construct a diversion ditch, Since the sediment
storage volume is low, Seneca Coals has committed to cleaning the pond
prior to the sediment reaching the invert of the dewatering pipe.
Additionally, Seneca Coals will minimize the amount of sediment going
into the pond by implementing other sediment control measures such as
sediment traps, culvert extension, straw dikes, and vegetation.
The specific measures will depend on field conditions. The engineer
certification required upon completion of the pond, Rule 4.05.6(7) should
identify what specific measures were taken.
The diversion ditch will be riprapped as shown on Exhibit "7-13a" and
that section from Station 2+00 to 4+40. Erosive velocitiies should be
controlled in that manner.
The Division recommends approval for this minor revision request. A
copy of this proposed approval decision will be posted in the Division's
office. The proposed revisions can be implemented immediately.
Sincerely,
Sandra L.
