Ms. Sandy Emrich ~J <br />September 29, 1983 <br />Page 2 <br />• <br />_.. <br />- In order to construct the cut and fill slope (1.5:1) <br />according to the regulations, a large area would have <br />to be disturbed. A scraper road, which is only tem- <br />porary, does not warrant this type of disturbance. <br />- Road construction in this area is not only much easier <br />(ie brush removal, topsoil removal) but much safer to <br />construct. Topsoil removal on the previously proposed <br />road right of way would have been on side slopes ap- <br />proach 60% which makes fora potentially dangerous <br />situation. <br />- Stability of the road located in the drainage will be <br />greatly increased over previous side hill location. <br />- This road location will greatly enhance reclamation <br />operations. <br />(2) Location <br />This access road is not located in a channel of an ephemeral stream <br />draining a watershed of at least one (1) square mile. The watershed <br />is only 191 acres. Please see Section 4.05.3 attached. <br />• (3) Design and Construction <br />A great deal of the road will have to be field designed. In general <br />dozers will brush the area starting at the upper end of the hill and <br />push the brush down the hill. Scrapers will then remove topsoil in <br />the same manner. Centerline of the road will generally follow the <br />centerline of the drainage. The width of the road top will be ap- <br />proximately 20 feet. <br />Alignment as shown on the Profile, will not meet the grade require- <br />ments as set forth in Section 4.03.2(3)(a)(i). In order to meet <br />this 10% overall grade requirement numerous swithbacks would have <br />to be made. A road of this type does not warrant these construction <br />techniques and therefore PCC requests an alternative design as shown <br />on the Profile. <br />There should not be any cuts or fills along this proposed route. <br />The only cutting will be the topsoil salvaging operation. <br />(4) Drainage <br />Access road drainage will not be designed to meet the 10-year, <br />24-hour event. Here again, the nature of this road is not that <br />of a haulage road and should not be treated as one. <br /> <br />
