Long <br />Dinsion D~renor <br />This letter is being written to address issues which need clarification in the new 112 application submitted to <br />the Division of Minerals and Geology (DMG) on June 16, 2000 for No. #M-2000-080, Pioneer Farms. We <br />have also received one objection to this application, and will be notifying you of the dales of the scheduled <br />Informal Conference, pre-Board Hearing, and Board meeting dates (iF needed) in [he near future. Please <br />address [he following concerns prior to [he decision due date of November 7, 2000. <br />l) Statements in Exhibits D and E appear [o contradict each other with regard to topsoil storage and salvage <br />for reclamation. In Exhibit D it is stated that topsoil will be "either used for filling, stockpiled for future <br />use onsite, or removed for resale offsite." However, in Exhibit E, it is explicitly stated that "It is not <br />planned to stockpile topsoil for reclamation purposes:' Please clarify how Che required 6" of topsoil will <br />be stored if it is no[ to be stockpiled on site, and what measures will be taken to stabilize it, in accordance <br />with Rule 6.4.4(g) and 6.4.5(2)(d) of the Construction Rules and Regulations. <br />2) To what depth will the site be mined? I[ is understood that no mining into the 30' deep lignite layer will <br />be done, as stated in Exhibit D, Paragraph F(ii), but it is unclear what the expected change in profile will <br />be. Please clarify this, in accordance with Rule 6.4.4(f)(i) of the Construction Rules and Regulations. <br />3) In Exhibit D, it is stated that "Backslopes at the mining boundary will be kept to 3H:1 V or less." Does this <br />mean that the maximum steepest slope on the site, after reclamation, will be 3H:1 V? Or simply that such a <br />slope will be maintained around the boundaries? And if [his is no[ the maximum steepest slope, what will <br />be the steepest grade allowed after reclamation? Please specify, as required by Rule 6.=t.5(2)(f)(i) of the <br />Construction Rules and Regulations. <br />4) No seed mix for the re-seeding of the site to cropland is included in this application. Please submit a seed <br />mix consistent with the chosen end land-use, so that we may calculate the bond based upon the proposed <br />mix, as required by Rule 6.4.5(2)(d) and (f)(ii), (iii), and (iv) of the Construction Rules and Regulations. <br />5) [n the inspection conducted September 21, 2000, it was noted that a power line crossed the site and that it <br />was not shown on the mining map. This must be remedied prior to approval of the permit application, in <br />accordance with Rule 6. 4.3(b) of the Construction Rules and Regulations. <br />
