The applicant proposes to dump leftover concrete on the ground until <br />it hardens, then push it into existing excavation pits. No details <br />have been provided regarding the washing, maintenance or storage <br />of the pre-mix trucks on the site. <br />3. The applicant states he hopes this will be a permanent location <br />for the batch plant and expects to do some landscaping. No land- <br />scaping plan was submitted. <br /> <br />4. The existing gravel extraction is expected to be.completed by 1988. <br />After that ,time, the aggregate for. the concrete would have to be <br />trucked in from other sites, which would increase truck traffic <br />on Taft Hill. Road. Also, when the gravel extraction is completed, <br />the batch pl¢int ceases to be an "accessory use," and would be required <br />to locate in an I-Industrial Zone es a separate use. <br />5. The access point onto Taft Hill Road is not well defined, and <br />visibility is restricted by an existing sign for the gravel operation. <br />6. Larimer County Health Department states the applicant will need <br />a State Air Pollution Permit prior Co operation. <br />7. Fort Collins Flanning and 'Zoning Board reviewed the request January <br />28, 1985, and recommended denial. <br />V. STAFF FINDINGS: <br />1. The proposed Special Review request vas advertised in a newspaper. <br />of general circulation as required by lav. <br /> <br />2. The Board o1` County Commissioners in 1981 stated that no asphalt <br />or cement batch plant could be operated as an accessory use to the <br />sand and gravel extraction.. <br />3.
