Initial <br />thickness is the sum of the overburden thickness and coil thick- <br />Hess prior to removal of coal. Final thickness is the product <br />of the overburden thickness prior to removal of coal, times <br />the bulking factor to be determined for each mine plan area. <br />The p~:ovisons of this Section apply only when surface mining <br />activities cannot be carried out to comply with Section 816.101 <br />to achieve the approximate original contour. <br />Energy Fuels does not have z thick overburden situation. <br />The final thickness is less than 1.2 of the initial thick- <br />Hess as demonstrated under Section 816.101 (a)(3). Typical <br />values for the Eckman Park reserve range from 1.01 to 1.17. <br />These values are derived from computations set forth under <br />section 816.101. For further information see Eckman Park <br />Wadge and Lennox Coal Seam Isopachs (t4ap 55) and Eckman <br />Park Geology (Map 8) . <br />Drill hole 26-79-44 shows 7.0 feet of coal at 135.0 <br />• <br />feet for a ratio of 1.228 (Final Thickness: Initial Thickness). <br />Although at some locations, the ratio criterion of 1.2 may be <br />exceeded, the overall ratio remains below 1.2.
