Section 616.132 (a) Continued. <br />At the permanent conclusion of surface mining operations, Energy <br />Fuels will close or backfill or otherwise permanently reclaim all <br />affected areas. The reclamation plans are set forth in Sections <br />780.18, 780.21, 780.23, 780.25, and 780.27. The sequence of spoil <br />grading is shown on the Energy Pfines No. 1 and 2 Spoil Grading Plan <br />(P]ap 43) and the Eckman Park Spoil Grading Plan (Map 44). The <br />Energy Mines No. 1 and 2 Topsoil Removal, Storage, Redistribution <br />and Revegetation (Map 41) and the Eckman Park Topsoil Removal, <br />Storage, Redistribution and Revegetation (Map 42) graphically <br />display the reclamation plans. The projected postmining topography <br />is set for on the Energy Afines No. 1 and 2 Postmining Topography <br />(Map 48) and the Eckman Park Postmining Topography (Map 49). <br />(b) All underground openings, equipment, structures, or other facilities <br />not required for monitoring, unless approved by the regulatory authority <br />as suitable for the postmining land use or environmental monitoring, <br />• shall be removed and the affected land reclaimed. <br />Energy Fuels will remove any equipment, structures, or other facil- <br />ities at the conclusion of mining activites and will reclaim the <br />affected land. <br />Surface facilities such as the Tipple No. 2 crushing and loadout <br />facility, the railroad spur, the mine office, and the shop and <br />warehouse facilities will possibly be maintained after the cessation <br />of surface mining activities if they are needed for use with respect <br />to possible underground mining operations. No engineering plans <br />for a possible future underground mine have been completed; how- <br />ever, a comprehensive permit application will be submitted prior to <br />any underground mining. <br />Because Energy Fuels has not presently submitted a permit applica- <br />tion which would require the use of the ehisting structures for <br />• underground mining, a reclamation plan has, nonetheless, been <br />- developed for the surface facilities at the conclusion of mining. <br />816-167 <br />
