SRT139 was recommended to be <br />eligible, and mitigation was requested in order for the <br />site to receive a "no adverse effect" determination. <br />--A detailed description of the applicants' proposed measures for <br />minimizing or preventing impacts on national register listed or <br />eligible sites must be provided. See Table IV. <br />As stated a6~ove, testing was recommended for SRT139 and <br />142 in the survey report. The testing is detailed on <br />pages 30 and. 31 of the survey report. <br />For SRT139: <br />"It is recommended that the determination of significance <br />take the form oY test excavations in two steps. The first <br />step should consist of (a) the excavation of one-by-one <br />meter units in the immediate vicinity of the original <br />provenience of the Scottsbluff point, and in areas of high <br />artifact density as revealed by mapping, and (b) the <br />excavation of small backhoe trenches in selected areas <br />across the site. Though the backhoe is a rather crude <br />method of excavation, the site is approximately one- <br />quarter of a section in extent. Careful excavation of <br />enough test squares across the site to adequately assess • <br />significance would be extremely time and labor consuming." <br />For SRT142: <br />"It is further recommended that testing to determine if <br />significant subsurface deposits exist take the form of the <br />excavation of four one-by-one meter test pits, after <br />surface mapping and cleaning arroyo walls to examine <br />subsurface deposits. Two pits should be placed on each <br />side of the arroyo and excavated to a depth at least equal <br />to the depth of the arroyo. If subsurface material is <br />recovered, an assessment of significance can be made, and <br />if necessary, subsequent mitigation plans can be based on <br />testing results." <br />Both sites 5RT142 and 5RT139 were located in the zone of <br />direct impact, so that a determination of eligibility was <br />needed. One site, 5RT139 was considered eligible to the <br />NRHP after testing. A mitigation plan was prepared after <br />consultation with the SAPO. This plan detailed the <br />proposed measures for minimizing the effect on the only <br />eligible site in the permit area. This proposal is <br />enclosed. <br />--The legal descriptions on the site forms for 5RT139, 145, 146, <br />and 147 must be correctly stated (Jan. 1980 report). The other • <br />site forms should be checked for similar errors. The site form <br />for SRT139 should be updated to include testing information. <br />--The discrepancies between site type/function on the site forms <br />
