The purpose of our review was to <br />respond to a letter from the Colorado Mined Land Reclamation Board. We <br />understand that Empire Energy must submit the following information to <br />verify compliance with the performance standards with respect to struc- <br />tural stability of roads. <br />The Colorado Mined Land Reclamation Board (MLRB) has requested that for <br />each isolated road segment the average and maximum grade and pitch be <br />reported. On Map IV-15 prepared by Mineral Resources and Engineering, Inc., <br />we have indicated grades of light duty, access and haulage roads for <br />various segments of the road. After reviewing the maps, and based upon <br />our personal observation, it appears that road grades are less than 10 <br />percent. It does not appear that any pitch of the roads exceed 15 percent <br />as required under 4.03.1 (3)(a)(ii). <br />Item D on Page 2 of the MLRB letter requests that the applicant submit <br />typical road cross sections for critical areas. We have prepared a map <br />showing haul road cross sections at 3 locations. The location of the cross <br />sections are referenced to the northeast coordinate system indicated on <br />Map IV-9 prepared by Mineral Resources and Engineering. The cross sections <br />shown are located in cut areas with the highest or steepest slopes. Cut <br />slopes, in general, appear to be flatter than 1 vertical to 1.5 horizontal <br />as specified under 4.03.1 (3)(c)(i). Based upon our observations at the <br />mine, there may be isolated segments which are steeper than is allowed <br />under the performance standards for cuts in unconsolidated material. <br />Item F on Page 2 states: "The applicant should identify which (if any) haul <br />road embankments are placed on slopes exceeding 20 percent (or 33 percent <br />if the road is an access road) as required under Section 4.03.1 (3)(d) and <br />4.03.2 (3)(d)".
