TABLE 142
MODIFIF_D SCALED DISTANCE FACTORS
YOAST MINE
Maximum Allowable Peak
Distance (D) from the Blasting Modified Scaled-Distance
Particle Veloaty (V max) For
Site Factor
Ground Vibration
eet
z
(Ds)
(inches/second) t
0 to 300 1.25 31
301 to 5.000 1.00 35
5.001 and be and 0.75 42
1) Ground Velocity shall be measured as the particle velocity. Peak particle velocities shall be recorded in tluee
mutually perpendicular directions from the blasting site. The maximum peak particle velocity shall be the
largest of any of the three measurements.
2. Applicable to the modified scaled-distance equation derived from data collected by MMC (11 /29/01). See
Attachment 143, Yoast Mine Ground Motion Attenuation Stud .

The blasting schedule will identify as accurately as possible the location of the blasting site and the •
time periods when blasting will occur. The blasting schedule will contain at a minimum:
a. Identification of the spedfic areas in which blasting will take place. The specific blasting azeas
described will not be lazgex than 300 acres;
b. Dates and time perods when explosives axe to be detonated;
c. Methods to be used to control access to the blasting area;
d. Types of audible warnings and all deaz signals to be used before and after blasting;
e. A description of possible unavoidable hazazdous situation when it may be necessary to blast
at times other than those described in the schedule.
All blasting will be conducted between sunrise and sunset at locations defined in the published
blasting schedule. Unscheduled blasts would be conducted only where public or operator health and
safety so require and for the emergency blasting situations described in the blasting schedule and
below.
Safety considerations may dictate emergenry detonations at times other than those defined in the
published blasting schedule. The following conditions, as defined in regulations (30 CFR 77) •
promulgated under the Federal Coal Mine Health and Safety Act of 1969 and 1977 Amendments,
MR-24 6 Revised 9/05
