• Again, SCC has conducted continuous ground vibration (seismic) monitoring at the Brian <br />Valora and Gary Valora residences since 2002, when blasting was conducted in the close <br />vicinity of the residences, with no exceedence of ground vibration limits. Now that <br />mining/blasting has ceased in the areas adjacent to these residences, seismic monitoring is <br />no longer necessary. The nearest future blasting to the Brian Valora residence will be <br />approximately 3,600 feet to the east. The nearest future blasting to the Gary Valora residence <br />will be approximately 4,500 feet to the southeast. <br />Based on these distances SCC will revert back to the scaled-distance equation W = (D/Ds)2 <br />to determine the allowable charge weight per 8-millisecond delay. The scaled-distance <br />factors {Ds) for distance {D) to structures of 0 feet to 300 feet, 301 feet to 5,000 feet and <br />beyond 5,000 feet are 50, 55 and 65 respectively, as stated in Rule 4.08.4(10). SCC will cease <br />seismic monitoring upon approval oEMR-24. <br />Fly Rock. Stemming is loaded into blastholes prior to detonation to substantially reduce the <br />occurrence of fly rock. Fly rock which may result from blasting operations shall not be cast from the <br />blasting site mote than one-half the distance to the neazest dwelling or other occupied structure, and <br />• in no case beyond the line of property owned or leased by Seneca or beyond the area of regulated <br />access. <br />Blasting Schedule <br />A blasting schedule is published in the Steamboat Pilot newspaper, which has general circulation <br />in the area in which the training complex is located at ]east 10 days but not more than 20 days before <br />initiating the blasting program. Blasting schedules will be distributed by mail to local goverxunents <br />and public utilities, and mailed or delivered to each residence within one-half mile of the blasting site <br />described in the schedule. The blasting schedule delivered to each residence within one-half mile of <br />the blasting site will be accompanied with information advising the owner of resident how to request <br />a pre-blast survey. No residents aze currently within the one-half mile. <br />The blasting schedule will be published and distributed at least every twelve months and at least 10 <br />days, but not more than 20 days before beginning blasting whenever the azea covered by the schedule <br />changes or whenever periods fox blasting significantly differ from the prior announcement. If the <br />change is temporary in nature, local governments and individuals to whom the original schedule was <br />• sent shall be notified by telephone or personal contact followed by written notice. <br />MR-24 5 Revised 9/05 <br />
