• requesting the survey disagrees with the results of the survey, he or she may notify, in writing, both <br />Seneca and the Division of specific areas of disagreement <br />Figure 141 shows the preblast survey area and known dwelling and structure locations. <br />Blasting Sims. Warnings and Access Control <br />Blasting area signs and blasting warning signs will be placed along the perimeter of blasting aeeas and <br />permit boundaries, respectively, and at points of access that could reasonably be expected to be used <br />by the general public. Blasting azea signs shall be periodically moved to effectively delineate blasting <br />areas. A description of the signs may be found in Tab 26. <br />Audible warning and all deaz signals shall be given prior to and following a blast, respectively. The <br />warning signal consists of three short whistles from an air horn audible for one-half mile form the <br />point of the blast. The all clear signal consists of one long steady whistle from an air horn audible for <br />one-half mile from the point of the blast Each person within the permit area and each person who <br />resides or regulazly works within one-half mile of the blasting site shall be notified periodically of the <br />meaning of the blasting warning signals by written instructions or other appropriate meatis of <br />communication. Warnings and all cleaz signals aze explained on the blasting warning signs, the signs <br />located at the entrance to the mining complex and on bulletin boards in certain buildings which the <br />general public may frequent. The signals are also explained in the published blasting schedule and <br />distributed as explained above. <br />Access to the area possibly subject to flyrock from blasting shall be regulated to pxoteM the public and <br />livestock. Access to the area shall be controlled to prevent the presence of livestock or unauthorized <br />personnel during blasting and until the all cleaz signal is given. The all deaz signal shall be given only <br />after the azea has been checked to insure that no unusual conditions such as imminent slides ox <br />undetonated charges exist and access to or fraud through the area can safely resume. The vicinity of <br />chazged holes will be barricaded, posted ox flagged against unauthorized entry. A blast hole is not <br />considered charged until anelectric-type detonator is introduced into the detonation system, or when <br />connection to trunk lines is started. <br />Records <br />Each blast will be documented on a blasting record form. An example is shown in Attachment 141. <br />• Each blasting record shall be retained for a period of three years following the date of the blast. <br />Copies of these records will be maintained at the mine and made available for inspection. <br />MR-24 9 Revised 9/05 <br />
