lines. <br />Although not anticipated at this time, if blasting operations will be conducted within 1 ,000 Feet of any <br />building used as a dwelling, public building, school, church, or community or institutional building <br />outside the permit azea, or within 500 feet of an active or abandoned underground mine, a specific <br />anticipated blast design, prepazed and signed by a certified blaster shall be submitted to the Division <br />for approval. <br />The blast design shall contain sketches of typical drill patterns, delay periods, and decking and shall <br />indicate the type and amount of explosives to be used, critical dimensions, and the location and <br />general description of structures to be protected, as well as a discussion of design factors to be used <br />which protect the public and meet the applicable airblast, flyrock, and ground vibration standazds of <br />this rule. <br />Preblast Surveys <br />Prior to initiation of blasting, written notification shall be provided to all residents or owners of <br />• <br />dwellings or other structures located within one-half mile of the permit azea which explains how to <br />request a preblasting survey. Upon request to the Division by a resident, or owner of a dwelling or • <br />stmcture that is located within one-half mile of any part of the permit azea For surface rnhting <br />activities, Seneca shall promptly conduct a preblasting survey of the dwelling or stmcture and <br />promptly submit a report of the survey to the Division and to the person requesting the survey. If a <br />structure is renovated or added subsequent to a preblasting survey, then upon request to the Division, <br />a survey of such additions and renovations shall be performed in accordance with 4.08.2. <br />The survey shall determine the condition of the dwelling or structure and document any preblasting <br />damage and other physical factors that could reasonably be affected by the blasting. Assessments of <br />sttvctures such as pipes, cables, transmission lines, and wells and other water systems shall be limited <br />to surface conditions and other readily available data. Special attention shall be given to the <br />preblasting condition of wells and other water systems used for human, animal, or agricultural <br />purposes, and to the quantity and quality of the water. <br />A written report of the survey will be prepazed and signed by the person who conducted the survey. <br />The report may include recommendations of any special conditions ox proposed adjustments to the <br />blasting procedures, which should be incorporated into the blasting plan to prevent damage.
