(Oglebay/Applicant), this
letter responds to the Division's adequacy review comments in your letter of April 27,
2006. Our responses are listed in the same order as in your letter (included as an
attachment for reference purposes), excluding those exhibits that have already been
deemed complete and adequate.
6.4.4 EXHIBIT D -Mining Plan
Volume of Reject Material: Mined material will be sorted into three categories in the
approximate percentages listed below:
1. Saleable product - 50-55% of total volume
2. Reject generated during the on-site screening process - 35-40% of total volume
3. Reject generated during final off-site processing and returned to the site for use
in reclamation - 5-15% of total volume
At any given time, there is expected to be no more than approximately 118,000 cubic
yards of reject material stockpiled on site, as the material will be used throughout the
mine life for reclamation activities concurrent with mining. If there is additional reject
material available once mining activity has ceased, it will be used during reclamation to
minimize depth of the final depression and/or to make the reclaimed slopes less steep.
Imported Material: Once mining commences at the Jemadojin Sand Mine, sand from
this site will be the only source of material processed at Oglebay's Colorado Springs
facility for the foreseeable future. If reject material originating from another site is
expected to commingle with reject from the Jemadojin site, Oglebay will notify the
Division as required by Rule 3.1.5(9).
P
